If you do not have the details for the keys, they are usually on a plastic card like a credit card all I can do is advise the tenant that he is unable to get another cut. Occasionally there are places that if you send a clear picture of the key can cut them, but if that did not work it would be a risk he would take and pay for. Alternatively If he wants more keys then he would need to replace the actual lock and if he was to do that it would be at his own cost and would need to provide the Wetherby office with 2 keys as well, 1 for us and one for yourself.
